NORTH CAROLINA INSPECTIONS
SENATE BILL 1083 - On July 16, 2004 - The North Carolina Legislature passed Senate Bill “1083”. Effective October 1, 2004, any motor vehicle registered in the State of North Carolina that is at least thirty five (35) years old measured from the date of manufacture, shall not be subject to an annual safety inspection. Such vehicles do not have to bear an “Antique” or “Horseless Carriage” plate to meet the exemption requirements.
As of January 1, 2006 all vehicles 1995 and back only require a NC Safety Inspection ($9.10).The tailpipe emissions test is discontinued. The vehicle must visibly show factory emissions equipment or it will be noted on the inspection report as N/A or Fail but thats it, they do not check actual functionality. 1996 and newer vehicles with OBD 2 (PCM or ECU computers) will have a plug in computerized inspection test along with the normal safety inspection ($30.00).
LICENSE PLATES
N.C. HOUSE BILL 704 – Chapter 257, Section 1. G.S. 20-63 (d) is amended by adding a new sentence at the end to read: “Any motor vehicle of the age of 35 years or more from the date of manufacture may bear the license plates of the year of manufacture instead of the current registration, if the current registration plates are maintained within the vehicle and produced upon the request of any person.” Section 2. This act is effective upon ratification. In the General Assembly read three times and ratified, this the 24th day of May 1985.
